Yes that is correct. Q22030CT2 IS 30 AMP INNER AND 20 AMP OUTER.

Q: Will this fit in a GE panel?

This breaker is not listed for use in a GE panel, you can buy a combination of GE THQP wafer breakers and handle ties to make the breaker you need to fit a two pole space

Q: Fits in a Homeline box?

I had an older load center that I installed one of these on. The newer bus bars have a notch in the middle of the tab. I had to cut a notch in order to get it to fit. I looked at images of newer Seimans and a Homeline bus bar and they appear to be the same.

I don't think they make one in that orientation. I'm not sure why that would matter though, unless you are short on wire length. Even if that is the case, this only takes up the space of 2 regular size breakers.
