The description of the drill says it weighs 7.25 lbs is that the drill and a battery or is that the drill, charger, batteries and bag?

That's the retail package. The drill is nice and light. That weight is more than a gollon of milk.

Can I use it for drilling concrete walls?

Yea this will do concrete fairly well. It is the strongest cordless I’ve used but it does not have the raw power of a plug in drill that might be desirable with concrete though.
