Does the tube need to be down in the hole dip stick as min is tight from the bottom still will be able to suck abit in case of over filling oil?

Basically yes, there's three tubes that come with this, biggest one fits to the pump and second one goes into the dip stick hole. No and again the tube might get a little stuck but just move back and forth slightly. Hth

Where is it manufactured?

Not sure where this is manufactured but only managed to use mine once the plastic washer around the pump mechanism was broken upon arrival but still functioned so used it anyway the the nightmare of the flimsy hose snagging and snapping leaving me to remove the sump to recover it absolute garbage my advice stick to using a jack and simply remove sump nut or spend a little more on reputable product hope this helps
