No it does not feel like micro fiber and does not catch on to things. Get it it will surprise you.

Can this be put in the freezer, and if so, wet or dry?

Yes, wet. It will be crunchy when you take it out and probably too cold to use frozen. I take a Ziplock baggie of ice with me when I go out and refresh my scarf in that ice water as needed. Wring it out and snap it. Works well.
