Will this work with 12 volt fan

As answered by Vito S., this converts various voltages from 8V up to 35V down to 5V. They list 12V/24V only to show that the INPUT into this converter can be one of these common voltages. These are not the output voltages that you send to your load (in your case, a fan). If you attempt to power your 12V fan with 5V, it might spin... but it will do so at a very slow rate. Also, the "inductive kick" given by the fan motor's windings back into the converter may damage it. Look for a converter or power supply that (a) outputs 12V and (b) can handle "inductive loads".

Are these rohs and reach compliant?

The only reliable source for an answer would be the manufacturer - Homree is probably one of many resellers, as alot of commodity electronics comes from factory that would not afford to pay for the compliance expertise / testing / licensing. If you find the true manufacturer's website, there a chance a resource page could refer to specs / compliance.

Do i get the power to connect from the 12v lighter plug or 110v on my f150 truck? i'll be using it for qi charger.

The converter is 8-35VDC input, connect it to your 12V lighter plug.

Is this converter waterproof/weatherproof? I would like to use it on a boat where it can be exposed to the elements.

Another replied saying the circuits are potted (poured/filled with epoxy/acrylic?), so that handles alot of the water resistance, but in a marine environment, the potting around the 4 leads is not enough to prevent wicking inside over time. Perhaps some silicone around the leads - and preventing the leads from movement / vibration - would be effective long-term.
