What is "Deluxe" about it?

Dlc from original, new control upgrades, new epilogue and prologue for story.

If my daughter and i both have switch lites, can we play this together? Do we both need our own game cartridge?

I have the game, and to play in co-op together you'll just need one copy of the game and 2 controllers to use. You can use those Joycon controllers as 2 separate ones, or get another one. If you are on a budget you can get a 3rd party controller.
