No they are not. The fuse they plug into is in fact protected, so it is not needed for the relays.

Can it be use on a a/c fan relay

Yes , however this kit is not fool proof. You must check the relay configuration prior to using it. This is a great kit just make sure you refer to th relay schematic usually provided on the side of the relay you want to test to ensure the bypass tool you are installing is pinned correctly or you could let the smoke out of the circuits
