How well does this measure handel ceylinderacle powder lile H4831 ?

I started using this with Varget powder which is similar. You want to make sure the measure is disassembled and thoroughly cleaned and dry before use to prevent powder sticking inside measure. You can use alcohol or brake clean, both work well. After cleaning and cycling the measure, this type of powder meters very well. Still a good idea to check every 10 rounds or so on a good scale for accuracy.

are there any adapters for this mesure to make it case activated?

It comes with everything but stand.

How does this handle ball and flake powders? Does it leak?

No leaks. Mine works very well. I do check every 10th load on my electronic scale and have had no problems. I use my electronic scale for stick powder...not sure if this work good with that.

Does this powder measure come with a stand?

It Does NOT come with a Stand. Lyman Makes and offers a Stand specifically for this device. It will also thread into to any 7/8" x 14 Standard Die Holder/Press.
