Q: Will this work on 2016 Jeep Wrangler?

It would work on vehicles with a 4" hub.

Q: My steering shaft bolt is 1/2 inch fine (20) thread, which is the size I need to remove the lock plate - does this kit have that size?

This kit does not have the hardware to remove lock plate

Q: Is the proper one for a 1994 Chevrolet Silverado 2500?

Yes but be very careful and use penetrating oil. I went through 3 of these when I was doing my 88 Cherokee, while trying to fusr the one thing. They break if you haven't researched your stuff much

You didn't actually ask a question. Haven't used mine yet, but should work. Follow directions on back of package very carefully, and it should work. Find a video on Youtube to help you.
