Do I need to drain all the transmission fluid out before using the blie devil transmission fluid?

No you do not. This is a good product that works on small transmission fluid leaks. Unfortunately my vehicle had a leak that was too large and whilst this helped quite noticeably, it was not a complete fix in my case. It definitely bought me more time before having to pay for an expensive repair.

Can I use on power steering pump

The directions say pour bottle in to Transmission, but then says "one ounce treats one quart of fluid". So do I need 5 oz. or the entire bottle?

One ounce per quart of transmission fluid

Could it damage the transmission or other car parts?

Sorry can't answer that but it worked in a 56 year old transmission.
