What calf measurements will a large support?

The sizes are not for the calf, it's for the shoe size. I tried to order a medium and they were sold out so I got the large (I figured it was only a half inch larger, so how big could it be?) It was super tall and WAY too big for my short frame (5'3") I sent it back and waited for the medium and it was perfect. I have muscular calves from cycling and the medium fit me fine. I wear a ladies size 8.5 shoe.
