Could this be used to hide what i think is rising damp where paint has flaked leaving powdery plaster underneath?

Would certainly hide it. But if it's rising damp it needs sorting,not hiding

Can i wallpaper over it?

Yes you can wall paper over it make sure y put lots of paste on it other wise u get lots air bubbles

Will this work to prevent condensation forming on a basement wall which has been tanked?

From my own experience I tanked an external solid wall, wall and then put this on. It has made a difference to the room in term of warmth and no longer smells of damp. It was then overlaid with a moulded wall paper. Seems ok so far at a year in… Good luck
