I have lost a little cover that goes over the unused cartridges does anyone know where I can get a replacement or what I could use to store it safely

Your absolutely fine. If it went off it would break the casing. It’s just for shipping purposes. I carry one that’s not in one so I can quickly insert it because I may need to dry stun instead of shoot a cartridge depending on the situation.

Do both probes have to hit the target to be most effective?

Yes. Both probes must make contact with the target to complete the electrical circuit. The aiming laser will illuminate the contact point of the top probe.

Why will these not ship to NY if tasers/stun guns are legal as of March 22, 2019?

Amazon has not updated their restricted shipping areas for stun guns and Tasers to reflect the law change. Please contact Amazon as a buyer and ask them to update their system. Maybe if enough people ask about it, they will make it a priority.
