How does one swivel the Cutting Head, it appears to be a solid fixing??????

It turns easily ,not fixed most useful tool especially if you are short easy to use.

Would this be suitable to cut branches of a mountain ash tree? Possibly 2cm diameter .

I use mine to prune roses growing up the house and it will cut reasonable sized branches. Ash might be tougher. A useful tool for those hard to reach places.

Is it telescopic or fixed length?

Not telescopic but good enough reach for me. Not really for large old wood. Well made tool though.
