The ones we have at school are too big for 3-4's....even the ones that are adjustable.** A: it is adjustable **Q: Would this be appropriate for a 1 1/2 year old?** A: I purchased this for my 2 years olds as part of a halloween costume and it worked very well. The tool belt and goggles will likely be a little large for a 1.5 y/o but you can just tie the tool belt instead of using the velcro.
