Yes it is 25mm - But be aware the spoon that is part of the kit is needed and although it fits well on this ball other makers selling similar items are not the same and I found another makers spoon will not fit this ball.

How to fit it to my mobility scooter

Unless you are very lucky there is no simple fix for this or any coupling other set. And it's than drilling a couple of holes. My advice if you don't have access to metal for fabricating brackets go to a car mechanic or blacksmith taking scooter and coupling with you, and if possible the trailer as well. If there is no accessory tube from the seat pillar, the best place is a bracket between the safety wheel struts although this depending on scooter type may make the scooter unstable
