Can the blade be removed by owner for sharpening?

Yes it is easily removed for sharpening. However it must be done correctly, and it be checked for balance before refitting.

why is the brand new mowers roller stuck

The roller is not driven,so it should spin freely, both rollers should have some end play. The wheel bearings are ball bearing so should be easy to turn. I have found with hayter mowers that the wheels have been overtightened. it should be easy to rectify,or if it is brand new get your supplier to adjust.
