Firstly, the 3 inch refers to the long length which fits into a socket of the soil pipe. Typically the socket are 65 to 68mm. As for the short length, this clips into the wall frame and is flush with the frame - it doesn't protrude through your tile backer or tiles so you don't cut either end. With the piece installed in the frame, you bring the soil pipe all the way onto the pipe (65mm) this makes a good seal anything less and you run the risk of a leak. This piece is not to be used to bridge a gap in the soil pipe - it converts a standard soil pipe to sit correctly in the frame. The frame comes with another piece that connects to the toilet, and inserts into this piece. This is the part that you cut to take account of the thickness of your tile backer and tiles. If you need to use the 90 it’ll either go left right or down. And I use a 110mm push fit or glued joiner.
