If really rusted I would use a wire sanding wheel attach to a drill and grind as must rust away as possible (wear goggles to protect eyes)and then sand... If just surface rust I would use fine grade sand paper to treat area. Clean area as best as you can and spray a few coat of red/black (your color choice of primer) primer on area and let dry. Yea, there will be some overspray but sometimes that can not be helped..... Primer stick to enamel. Yes. It depends on what type of paint is on item you want to spray. I would say yes that primer will stick to enamel. I don't know if companies still made enamel primer, some do and some don't. Read the label on the can.
