Probably not. It’s not a glue, just a liquid to add to paint to make it easier to pour/ thin it out.

Is this matte or glossy?

Mine turned out as matte. I would have preferred a more glossy look but still turned out good.

will this. Medium allow paint to adhere to inside glass balls?

Great adhesion properties. I have is f it on a glass candle holder. Waiting for it to cure ,then will seal. Love it .
