In the picture the front blade tip looks longer/bigger that the back blade. Is this the case? I am looking for scissors that can cut right at the tip.

That is exactly what I use these scissors for. I have a youtube channel on decoupage and I am forever recommending these scissors for all fine and tricky cuts in paper. The other option is to use a cutting matt with a knife, that also works really well. Hope this helps!Patioelf on youtube.

Are they good for cutting plastic canvas ?

I don't know. They're good for paper, and very sharp. I use Joyce Chen kitchen scissors for heavy cutting: 28 gauge copper, etc. They might do your work.
