In your opinion, is this strong enough for Dog Carrier with 14 pound dog ?

Absolutely! I easily carry a tool bag that varies in weight daily and exceeds 14 pounds. Good choice, holds up well and is comfortable with the pad.

How long is the strap, since the longest dimension shown is 11.5"?

The longest I can get it to extend is 49", the shortest is 35". The strap's pad is curved slightly, so these are pretty approximate measurements. Also, that's the unattached strap, from end to end. Divide in half for approximate length from bag to shoulder.

How much weight can the strap carry before the metal clips either deform or break (which has happened to my last two briefcase straps)?

That may be a question you would have to ask the manufacturer. I can say that I use this strap on a range bag, carrying ammo and it is more than sufficient. I have about 60lbs of ammo in it and it handles that fine. This strap is definitely built to be more durable and last longer than any other strap I've found.
