Is this good only for rushing water or can it help with seeping water

I only used mine outside during the end of last summer and fall. They seemed to work as I had hoped, to keep run off from my neighbors gutters from coming over to my yard, driveway and then seeping onto my basement. Since the ground was wet from rain it was impossible to tell if any would have been able to seep under the snakes from the wet to the dry side. I think they might work temporarily if the ground surface is flat enough.

how do you fill it with sand?

You will need a funnel or funnel-type of device. A canning funnel like http://www.amazon.com/Norpro-607-Extra-Plastic-Funnel/dp/B000HJ99XS or a funnel used for changing oil works well.
