No, the end with no 1/4 screw. It cannot take off

Can it be used in seawater?

I used it quite a bit snorkeling in the ocean on our last trip. The stick survived just fine.

Can I only using it while my gopro would be inside the waterproof housing case?

With the housing case/frame mount, you can attach your gopro on the stick directly, or you cannot connect your gopro with our stick.
