Does dr teal's epsom salt soaking solution foam like a bubble bath?

No it does not. It dissolves for soaking.

Can this be safely used in a whirlpool tub? I have been told not to use essential oils in the bath because of their tendency to clog the jets.

I used to use it in our old one with no issues. Just let it dissolve first before starting the jets. It doesn't leave an oily film in the tub after so I don't imagine the jets do either.

Salt , especially soaking salts should last years stored in a sealed container in a cool dark space. Some sources recommend using scented epsom salts within 2-3 years. Epsom salts may clump due to humidity exposure. They are still magnesium sulfate or salt, though may loose potency. No expiration date is usually listed on epsom salts. Dr Teal brand does have a batch number on the back.

Are these safe to use in the hot tub?

Yes, I've been using them in my Jacuzzi with no problem
