Can you stick this to plywood or would priming prior be best?

You can stick this to anything but water!! It has some real sticking power. I stuck mine to 12x12 floor tiles.

What’s the best way to cut around an electrical outlet/ lightswitch?

I removed the outlet faceplate and made a paper template and used that to cut the opening in the tile. I used a sharp box cutter for that operation. I hope that helps.
