Is this light enough to be sat on toddlers lap to play with in the car?

What batteries and how many are required please?

We gave this to our grandson yesterday and it’s 3 AA batteries but before we gave it to him there is no mention anywhere of batteries on the box itself

Is the on/off switch on the bottom supposed to be on a slant? Or have we got a faulty steering wheel?
