The cap I got with this has two layers but the inner layer doesn't have holes. Do you break the inner layer with the hook as you get the strands out?

Yes. U don't want to bleach hair except where u pull it out of the holes. The second solid layer protects what u don't want hilited. Start off hi lighting less than u think until u see the results. U can always do again in a month. I've been using this on my fragile natural blonde hair for decades. Good luck. The more u do it the better u get. L'Oréal stopped testing this on animals, too.

Does this work on Indian Black hair?

This produces a caramel colored highlight. I have only done it on my own dark blonde hair and don’t know how it works on other shades. It should still produce a caramel color, I would think. Your best bet is to try it on the end of one of your hair strands.

Does it come with a frost cap

Yup, it sure does and hooks to pull the hair through the holes in the cap....All frosting kits should come with these. Well, unless you get the hair painting type!? Which, personally I don't care for. Good luck

Can this be used over hair that is dyed?

It's best to contact L'Oreal for this type of question. They have a good help line.
