Are you certain the fish is mackrel? I have been  told that is tuna.

Tuna used to be called the "Horse Mackrel" in the late 1800s.  However, the name caused people not to buy it.  The name was changed to "tuna" and the same fish sales exploded to the most known fish today.  Mackrel is a smaller tuna essentially and better because mercury does not accumulate in smaller fish to the degree that it does in large fish higher in the food chain.

Accepted Answer

They should be refrigerated after opening the bag and they should be used quickly, because once the bag is opened they will begin absorbing moisture.  I am not sure what you are intending to use them for, but one bag is the exactly right amount to make 4.5 cups of ichiban dashi.  Take 1 piece of dried kombu kelp about 2 x 3 inches.  Add to a pot of 4.5 c of water over medium heat.  gradually raise the water to a simmer.  Immediately discard the kelp and dump a bag of bonito flakes in.  Remove from heat, cover and let stand 15 minutes.  Strain through cheese cloth and you have dashi which is a staple of Japanese cuisine.

1 2"x3" piece of dried kombu kelp, 5 c of water in a saucepan over medium heat until it simmers.  Remove the kelp and add an entire 1 oz package of bonito flakes.  Bring to a simmer then remove from heat and cover for 15 minutes.  Strain stock through cheese cloth.
