Amazon says that this filter will not fit a 2018 genesis 3.8l v6, but wix lists the wl10033 as the correct filter on the wix website. what gives?

I would go by the Wix catalog, just double check it when you get it. You can always return it.

What is the metal washer for, the oil drain plug, or is it used with the filter?

The metal washer is called a “crush washer”. When you take out your drain plug you will see a old washer. That is what you replace. They are a one time use washer. It doesn’t go by the oil filter. It is for the drain plug.

How many miles can this filter be ran before it needs to be changed?

I would not go more than 10,000 miles
