Sure you can use 2 for a 25 lb mirror but would think 1 would hold it. I have hung several heavy mirrors and pictures and not had a single accident. The only issue is that I struggle to push them in and have to resort to light taps of a hammer. The hangers are also easy to remove with a screwdriver allowing them to be used again, and only small holes are left on the wall. I have also noted that 3M has been responding to people saying that you can use, for example, two 30lb hangers to mount a 60lb item. This is incorrect and says as much on their own packaging!
