You only need to dissolve the thicker one with the dissolvers which is why there are only two. **Q: Is this suitable for an 18 month yo?** A: As long as they don't eat it I don't see why it wouldn't be. It will make bath quite slippery so just take extra care. **Q: How many packets do you need to fill a bath** A: 1 fills enough for a child to have fun, for a deep/full bath i would go for 2. **Q: Amazon said it’s been delivered, but it hasn’t.
