Are the wall hanging brackets pre-attached and can they be removed? I would like to use heavy duty velcro which will suffice in strength.

The brackets are separate, but the metal loop is permanently attached to the back of the mirror, but i suppose they could be sawn off

Could this be fitted onto the wall with strong command strip type products?

How far off the wall does this mirror project when hung?

Maybe a centimetre or so? But looks very flush to the wall from front and side
