Do all bays have to be filled or can you start with one bay filled with the intention of adding other drives as need and finances allow?

Yes you can go with one drive, NETGEAR has feature called X-RAID, this feature expand volume when adding new hdd automatically

Can you operate this nas locally and independently without any ties to outside third party? in other words, it is a standalone nas?

Yes. I operate it on a local network w/o internet connection.

When I insert my drive, does it do an auto format? I have drives that already contain data that I do not want it to erase.

While I didn't have the same issue as you are asking about, (I started with a blank drive) I think the NAS does not automatically format or reformat the drive and erase everything. When setting it up, it asks questions as it connects to your network. If it does anything it probably would tell you that the data would be removed if it couldn't read what was already there or give you an error message. As I recall, it is designed to physically add and remove drives, so it might add something to recognize the drive when inserted. I would check with Netgear support if you are still concerned. Obviously backup data before running just to be sure.

Can I format the disks once they are in the enclosure?

Absolutely via the managed web interface provided by Netgear.
