It does not go in the fuel tank. I don't live in the UK so I don't know what 21 means. Get the correct product or face problems with the emissions. If you top it up with this product, first you have to make sure it's compatible with your car. Then you will have to empty the product into either the existing bag or the container. Whichever way you choose there must be no air pockets in the topped up bag/container. Also remember (THIS IS IMPORTANT) the fluid is toxic, if you breath it in, it can kill you. You need protective gear to handle Eolys fluid. Plenty of guides online if you don't so you can avoid paying a premium for a mechanic to do this for you.
