where can i can replacement blades

The Rolson knife will take the standard "Stanley" 2-notch blades (type 1991) although the type 1991 are marginally shorter than the blades that come with the knife but they still fit OK. There are also other manufacturers and generics available - from Amazon or other DIY stores.

Why do you need cap. Blade goes in so safe.

Does Locking work whilst in folded (closed) position?

If I understand your question correctly, the box cutter can be opened without pressing the locking mechanism. A child can open the box cutter easily or it can be opened by mistake. Regardless, the knife works great, especially the ease at which blades can be removed.
