Would this unit provide power to an old SATA hard drive, in addition to being able to connect it to the USB on my laptop?

No, this adapter cable will only supply the small 2.5 inch laptop drive to the best of my knowledge, a feat that it does perfectly. I am using it on a SSL 2.5 drive to transfer large files between PCs

Can somebody confirm if this device really has uasp? the title says it does, the detailed description doesn't mention it.

Does not support uasp on Raspberry Pi 4 - that means something is wrong with the uasp implementation. It may work for your device but I wouldn't be hopeful.

how long is the cable and how far out of the drive does it stick out when it is plugged in?

The cable is just under 2ft. long, and the bracket is about 1 inch after plugged in the drive.

Will I be able to download programs/games via one pc and then use it on another?

Hello Helen - This is merely designed to replace the chip that sparks the hard drive to switch on - remember this is a universal adapter to connect an external hard drives to a pc/laptop. You use a program or Internet on one pc. Then copy to a USB and plug and play if the TV supports it - If not you connect the pc via a HDMI cable to watch it on the TV. You won't be able to watch at the same time as there will buffering - unless your Internet is super fast. Hope this helps :)
