I have not had any problems with sharpie ink bleeding at all. I have used them on canvas, jute and other fabrics

These are sharpie pens, not ink cartridges.

Can it write on cd’s

Yes of course it can write on a CD, unless it's a black CD! in fact a Sharpie pen can write on most surface's unless it's under water, even then it's possible it may still write?
