Are these Velcro? Is it really that strong?

Hi, this is not the Velcro brand cable ties, but same hook and loop material. And we are very confident it will never fall off the cables that you are wrapping.

Would these work well when wrapping up cord for power tools?

That is the purpose for which I bought them. They work fine, just think about the length you will need. I have some which are 12" long which are too long for most cords and some that are 4" which are too short. 8" seems to be about right.
