Can these be removed without damaging the paint or wall?

Yes, as long as you remove it slowly. I put them on my baby’s nursery wall and had to replace a few and zero damage to the wall. The texture is very similar to those matte finish tapes.

Can it be putting on the painted drywall?

My son put them on a painted wall and they all fell off next morning and got ruined sticking to each other. Very disappointed
