Yes. Calico critters are "flocked." Water will destroy the glue that adheres the flocking material to the figures. You will destroy the toy.

What's tje difference between the country bathroom and the deluxe bathroom sets?

I think the difference is Delux comes with shower curtain and a small chest and wall shelves that don't come with smaller set

Will it work with 4 inches doll?

It should work fine with 4" figures. The largest Critters are rabbits which are approximately 3.75" to the tops of their ears.

Does it come with a brush for them?

If you are looking for a comb type of brush then no. There is a long scrubbing sponge that you can pretend is a brush. It's on the floor next to the tub on the right hand side because it does come with a little loofah sponge you could use for the bath instead.
