No. For example, F13 on the keyboard is always going to send the usage code(s) for F13 but you can go into your operating system or applications and reprogram what functions / shortcuts are associated with F13. I hope that answers your question.

Yes, being able to do the Windows Atl+Ctl+Del (gets you into Task Manager -- at least up through Win 7 it did) must mean that all the 2-key or 3-key macros I had for so long in a certain app must still be available to me. But I will confirm that in testing soon.
