Yes, the second pack is much smaller and just has a hook inside of it. The larger pack that is shown holds the rope that gets deployed and clips to the other side.

If you work from a full body harness, I can't recommend these enough! All out associates us them on the job and in the woods. They are easy to use and can be reused. Highly recommended doing training with them before issuing.
