Once you have folded it for storage, why didnt a carry case come with it?

It has a handle so you don't really need a carry case. It is very convenient, easy to clean, and fits our chunky cat well.

Is the inside lining water resistant?

I added a litter box liner bag, but this is pretty water resistant. On my travel I had a very small amount of cat litter wrapped in the liner and then I set it up for cat use. It worked great. It’s well made, but not sure if it would leak if you added nothing at all. I’d at least put a pet pad in it.

can you purchase extra liners?

No, there is no removeable liner. The bottom zips to the top. You could put a liner on the bottom beneath the litter.
