What is the diameter of the opening. The collar over the shaft on this fan is 1/5" would this be able to slide over that?

Can I use this for a hub/collar that has only one setscrew hole?

You are tightening this tool's set-screw bolts too your hub/collar. Your one setscrew hole is not used to remove the fan blade from a motor shaft. The puller does all the work. Good Luck....
