Any reason why one can't use a crucial or samsung ram which is same speed for a fraction of the price?

SAMSUNG M471A1K43CB1-CTD 8GB DDR4 will work and not give warnings. Also, it's double the memory for half the price.

Just wondering why this is $90 when you can buy an equivalent piece for $30 elsewhere?

I use cheaper modules and they work fine

For the price of Synology Branded memory and the fallout for having gotten it wrong, do not trust this type of Q/A to some random stranger off of amazon. Open Synology's official documentation about what memory is supported in what system and go off of that.
