I see many ppl asking about a router and answers say “modem only” but the description says wifi modem combo. what am i missing?

The confusion is due to the illogical way Amazon links questions and answers to products. There are several different products listed on this one product page. Some are just modems, others are modem/router combos. Unfortunately, all the different products on this page share the same questions and answers which aren't relevant to one another. If the description on the product you have selected says it's a modem/router combo, then it's a modem/router combo. The people saying it's only a router are answering the question based on the product their viewing or have purchased. This is a problem that effects many products throughout the Amazon site.

can a phone line be added to this unit?

There isn't a phone jack, per se, but you can use any Ethernet service like Obi200 (provided they don't do any 'Mandatory upgrades' Shenanigans, again) and Google Voice. It works perfectly, just you gotta use ethernet and not phone line/Cable company provided Junk.

Is this router quiet/almost silent?

I don't hear it. The fans inside to cool it are quiet. Not like a Comcast DVR that you can hear from another room. You can even disable lights from flashing so it won't stand out.
