Yes it would fit a 2 year old. I have very small wrists and they tie on fine even if you have to overlap it. Same with the neck piece it would work fine.

What does standard mean? I am looking for someone since 8-10 boys

Standard means it's one size fits all. You tie the straps as tight or as loose as you want. I have really thin wrists (child size) and they fit fine. I wore a flannel shirt so the long sleeves and collar covered the straps.
