Not bad, just watch for flats
I bought this because I wanted a tire that offered more comfort than a 650cx23. The ripper is very supple, with a nice, flexible side wall and the higher volume allows me to run a little less pressure. However, the center part of the tread, while thicker than the rest of the tire, is still thin. I got two flats from thorns on my first ride, which has never happened to me. I suppose it could have been coincidence, I think it's a combination of that and the thinner tread compared to tires I am used to. The level of comfort I wanted as achieved, but at the expense of the whole stopping to fix flats thing. I might try a tire liner. Edit: Unfortunately, 650c tires with greater than a 23mm with are few and far between. Aside from the more expensive Terry tire, this might be your only choice. I'd probably stick with a nicer 650x23 and add more padding to my handlebar if comfort is an issue.

Great to have choices!
My bike uses 650C tires, with 571 mm bead seat diameter. Almost all 650s are narrow thin racing tires, and indeed this size is/was used almost exclusively on time-trial and triathlon bikes. Unfortunately very very few tires are available in wider width with better tread, for general purpose use, training, commuting, etc. This tire perfectly meets that need. I wish it had a Kevlar (aramid fiber) bead instead of wire, but that would probably be a waste of money on a non-racing tire. Despite the Panaracer name, competive racing is about the only purpose this tire is NOT suited for. They do make racing models, but this model is designed for all the other days of the year.

Ok for a heavy rider
I installed it for a back wheel of my road bike. Being 27", 1 1/8" wide, and under 70-75 PSI, it works fine. My weight is ~250 lbs and I have no issues.

Excellent tire
Great tire on an outdated size. Rugged appearance. Grips road well. Black on black is the way to go to make your bike look fierce.

My Panaracer Pasela has a bad fault, is unridable
I ordered two Panaracer Pasela 650x25C tires and one of them turned out to have a manufacturing fault that makes it unridable. About 20 cm of the tire is several millimeters shallower than the rest. This may not seem like a lot, but it creates a giant flat spot, giving the tire a noticeable 'thump' every half second when riding on it. I bought the tires on April 2nd, but unfortunately, due to being locked down in a covid-19 hotspot, I wasn't able to discover the problem until June. Too late to return to the seller, who is not at fault for this.
