Can this be used along with a hans device? does it reduce head jiggling? i would be using it for road racing. any downside from using it?

Absolutely can not be used with a Hans device. You may want to consider a Hybrid Sport if you want to wear a neck collar with a head restraint.

For someone who cant afford a hans device would this be a good safe buy?

Well it depends on what kind of racing you,re doing for Spring Cars it will work. it's better for GoKarts or midgets, anything High speed it will help but nothing like a Hans device

To the Seller: the 4.4" dimension given in the description - is that the thickness of the foam, i.e. the distance between the shoulders and the base

It doesn’t have 4.4” anywhere and I don’t know where it says that . The donut works well with regular helmet
